Hung (Jerry) Truong
Owner

His background in civil engineering and the love for the profession is what drives his interest in commercial development. While young and lacking experience in the field, Jerry is committed to On 3 Build, LLC becoming the area’s top multi-family developer.

A graduated summa cum laude from The Citadel Military College of Charleston, SC with a bachelor’s in civil engineering. Jerry served eleven years in the US Army until he founded On 3 Build, LLC in 2022. During his time in the service, he also owned and managed a small business while engaging in various residential real estate investments. Jerry holds a North Carolina broker’s license and a North Carolina Building Contractor license.

Robert J Avriett Jr.
Director of Operations

Bob has been engaged in commercial real estate development for over 37 years. Having received his General Contractors license and Real Estate Broker License in 1983. He was the Construction Manager and Broker-In-Charge for Charles Weber’s companies from 1984 until 2021. Bob has experience in both residential and multi-family. To date, he has built 57 residential units and over 2,000 multi-family units. The most recent being Addison Ridge – the gold standard for multi-family communities in the Fayetteville Metropolitan Area.

Bob holds an MBA in Education and a BA in Political Science from The Citadel Military College of Charleston, SC.

Jennifer Salmon-Fritz
Controller

Jennifer is a native of Fayetteville, NC. Jennifer has vast experience in all stages of development, building and marketing from entity selection, contract negotiation, acquisition, due diligence, complex financing, to permitting and advocacy with agencies and municipalities. For the past 25 years, she has been involved in nearly all aspects of real estate developments. From Property Manager to Controller and even debt collector. Jennifer served as the Operation and Finance Controller for some of the most well-known developers in Fayetteville — managing retail and residential tenants as well as construction budgeting.

Prior to joining Truong Properties, she oversaw the operations and finances for all business entities under Charles Weber. Her responsibilities included managing all accounts and financial transactions for the building of over 600 units as well as management of over 1200 units for 5 separate communities.

Colleen Bean
Assistant Controller

Colleen earned her associate degree in accounting in 2010 and worked as an Accounting Specialist at Elmira Savings Bank until she started working in property management in 2016. Working in the accounting department with Jennifer, she learned how to manage the ledgers for properties and file construction draw forms. In 2020 she accepted a position at American Tattoo Society as the accountant for 9 studios. She then joined the Truong Properties in 2023 as the Assistant Controller under Jennifer’s guidance again in development and property management.

Karlis Muiznieks
Construction Manager

Karlis has always been a “play outside” kind of guy. Drafted into construction from a very early age, He has always had some connection with a project or structure. Early on his focus was high end custom home building then Commercial real estate brokerage where he learned the ABC’s of land development. From there he worked with and established several successful Concrete contracting businesses serving the multifamily industry. Well-travelled over forty years and a little grayer, He is now grateful to be shepherding On 3 Build’s exciting launch into the future.
